TOUR OF MEVLANA UCI 2.2 ME

1. Organization

Tour of Mevlana ME 2021 is organized by Velo Erciyes under the regulations of UCI and Turkish Cycling Federation. The race will be four days and it will be held 01-04.04.2021.

2. Race Class
Tour of Mevlana is entered on the UCI International Men Elite Calendar as 2.2 event having 2 stages. 40, 30, 25, 20, 15, 10, 5, 3, 3, 3 points to 10 best placed cyclists in general classification of the race, for Men Elite and U23 UCI World and UCI Europe Tour rankings. The race is entered on UCI Europe Tour Calendar. 7,3,1 points to the best 3 riders of every stage, 1 point for wearing the leaders' jersey per stage.

3. Participation and registration
As a 2.2 event, the race is open to UCI Pro-Continental foreign teams (max 2), UCI Pro-Continental of the country, UCI Continental teams, as well as National, Regional and Club Cycling teams as per art. 2.1.005 of the UCI regulations.
As per UCI CR art. 2.2.003 the teams must be formed of minimum 5 and maximum 7 riders. A team may not start the first stage with less than 5 riders (as per 2.2.003).
If fifteen days before the race, the number of riders entered is less than 100, the organiser may authorise entered teams to increase the number of riders per team to a maximum of 8 (as per 2.2.007).
Confirmation about accepting the invitation and preliminary registration on correctly filled UCI entry form should be sent by fax or e-mail to the organiser by March 25th 2021 at the latest. Final confirmation of starters takes place in Spor ve Kongre Merkezi Conference Hall (address: Eski Karapınar – Ereğli Caddesi No:36 Karatay, Konya / Turkey) on 31
.03.2021 at 15:00–17:00.
The field for the 2021 Tour of Mevlana is limited to 25 teams of seven riders for race management and safety purposes.
All riders must have Elite (NZ riders) or International (overseas riders) licenses endorsed by National Federations associated with the UCI.
All International riders must have their appropriate personal (health/accident) insurance linked to their International license.

4. Race headquarters

The race headquarters / race office is open on March 31st from 10:00 a.m -6:00 p.m. It is located at: Spor ve Kongre Merkezi Conference Hall (address: Eski Karapınar – Ereğli Caddesi No:36 Karatay, Konya / Turkey). The team managers’ meeting, organized in accordance with the article 1.2.087 of the UCI regulations, in the presence of the Members of the Commissaires’ Panel, is scheduled for 31.03.2021 at 17:15 at Spor ve Kongre Merkezi Conference Hall (address: Eski Karapınar – Ereğli Caddesi No:36 Karatay, Konya / Turkey) 

5. Radio-tour
Race information will be broadcast throughout in the stage. The allocated frequency will be provided at the team managers’ meeting.
Handout of radio transmitters to team managers will take place after technical meeting. Transmitters must be returned immediately after the race.

6. Neutral technical support
The neutral technical support will be provided by NEUTRAL SERVICE and managed by using 3 cars with standard equipment with no disc brakes on the wheels.

7. Time Limit
The time limit for the Tour of Mevlana is 8% for 1st stage.

The time limit for the Tour of Mevlana is 8% for 2nd stage.

The time limit for the Tour of Mevlana is 10% for 3rd stage.

The time limit for the Tour of Mevlana is 8% for 4th stage.

8. Timekeeping
All recorded times will be rounded down to the nearest second. Live results will be live in www.mevlana.veloerciyes.com

9. Prize List
The prize list in accordance with UCI Regulations for class 2.2 race – Europe 2 scale.
The details will be announced on technical meeting. Prize money will be mailed directly from the organizer after receiving the official results of anti-doping testing. Please take note that all prizes are subject Turkish fiscal law. That means we will apply a 24% tax on every prize. Also we will collect 2% for Fund to the BADES.
The figures listed in the prize list are those after deductions.

10. Anti-Doping Test
The UCI anti-doping regulations are entirely applicable to the event. Moreover and in conforrmity with the law of Turkey, the Turkish anti-doping legislation is applicable in addition to the UCI anti-doping regulations. The anti-doping tests will take place at finish line. A notice will be displayed close to the race finish and at the control station entrance.

11. Ceremony
Awards ceremonies will be held 15 minutes after first three riders’ arrival. The following riders must attend the award ceremonies with team uniform and shoes on a daily basis:
- The first three riders of the stage;
- The leader of the general classification by time;

- The best young rider of the stage

-Team Classification at final award ceremony

The leader of general classification shall wear Turquoise Jersey. The best young rider of stage shall wear White Jersey. (riders whose birth between 1999 and 2002)

12. General Classification
The Individual General Classification is established by adding together the times recorded for each stage, taking bonuses and penalties into consideration (as per 2.6.014). In case of any tie, article 2.6.015 of the UCI regulations will be applied.

13. Bonuses
Time bonuses, applied only to the general individual classification, are awarded according to article 2.6.019 of the UCI regulations.

14. Penalties
The penalties are applied in accordance with UCI Regulations.

15. Helmets
From the opening of registration to the conclusion of the final awards ceremony, riders are required to wear helmets at any time they are riding a bicycle, including warm up on city.

16. Rider & Team Conduct
The provisions listed herein will be binding and enforceable against all competitors. Any infringement of the rules and regulations applying to the race by any rider, team staff, or helper will render the entire team liable to fines or disqualification. Unsportsmanlike conduct will not be tolerated, including, but not limited to, public urination, littering & profane language. Officials have the right to assess time penalties fines and/or disqualify riders from the race if deemed necessary. Bottles and trash are to be taken to team cars or organization vehicles. Fines will be issued and riders may be subject to prosecution under local laws. Teams will be responsible for any expenses incurred due to loss or damage to hotel rooms, or issued equipment such as radios or transponders.
 17. Rider Identification
During the stages, all competitors must use the frame number plate and body numbers supplied. Both bib numbers should be placed both sides on the back pocket area of the jersey and must be clearly visible at all times during the race. Modification and/or cutting/folding the identification numbers and damaging to sponsor logos on them are prohibited.

18. Race Incidents Before the Finish
a) In the case of a duly noted fall, puncture or mechanical incident in the last three kilometers of a road race stage, the rider or riders involved shall be credited with the time of the rider or riders in whose company they were riding at the moment of the accident. His or their placing shall be determined by the order in which he or they actually cross the finishing line.
b) If, as the result of a duly noted fall in the last three kilometres, a rider cannot cross the finishing line, he shall be placed last in the stage and credited with the time of the rider or riders in whose company he was riding at the time of the accident.

19. Race Security Rules
The race will be held under limited traffic conditions. The traffic will be stopped on intersections in order to enable smooth crossing of leading riders and the peloton. In case of riders dropped behind more than 10 minutes to the peloton, they may find themselves in open traffic and the competitors in question will be withdrawn from the race. All riders, technical cars and race personnel moving outside the race column are obliged to follow the Turkish Highway Code. All support vehicles must follow the instructions of the commissaries and the police. At the finish area support cars must follow the instructions of the organizing personnel and park on designated points. In case of accident, the vehicle must stop, warning lights must be turned on, both police and emergency services should be informed and first aid started. The race will be accompanied by police vehicles, motorbikes with at least blue lights on including. When these vehicles approach, race participants must take special precautions according to the traffic regulations as they may drop into open traffic conditions. Health provisions linked to COVID-19, must be respected. We must take care to comply with the social distance rule and use a mask.

20. Feeding
Feeding will be allowed after first 30 km up to 20 km to go.

21. Race program, route maps & profiles, race itinerary
Detailed race program, itinerary, plans & profiles, as well as operational details like: accomodation, meals, meetings, payment of prize money, transfers to the start and from finish to the hotels you may found on: www.mevlana.veloerciyes.com

The Commissaries’ Panel will be announced during technical meeting.

22. Final Provisions
a) All participants should be adequately insured.

b) Money prizes are subject to taxation in accordance with the current tax.
c) All participants are required to read the rules of the competition.

d) The matters not included in this specific regulations, Organizer decides in accordance with the UCI Regulations.


23. Results
The results of the race will be printed and also will be promptly published on the website: www.mevlana.veloerciyes.com

24. Cycling and the Environment
The organizer wishes to remind all parties involved in the race to be sensitive to environmental concerns. As the race route will pass through forested areas, the environmental impact of the race must be minimized. Please be reminded that causing damage to the flora and fauna is strictly prohibited. Riders need to be aware of the new UCI regulations that are in force from April 1st relating to positioning, littering and feeding.
